Apple has stopped signing iOS 8.1 on compatible hardware, including iPhone, iPad and iPod touch. This means that, after you upgrade to 8.1.1, you can no longer downgrade back to 8.1.
Since iOS 8.1.1 includes numerous bug fixes and performance enhancements, there should be few if any reasons for anyone to want to downgrade anyway.
In fact, if you haven't upgraded to iOS 8 at all yet, iOS 8.1.1 is likely the version you've been waiting for.
